BIAFRA: OFFICES AND CABINET OF BIAFRA GOVERNMENT TO BE ANNOUNCED SOON
The process of nomination, selection and compilation of the members of the cabinet of Biafra Government is ongoing now and will soon be announced. The composition of this Cabinet is drawn from a cream of politicians who are eminent Biafrans presently serving in the present Nigerian government and those who are not in the government. Their qualification for the various positions in the cabinet is based on their secret contributions in the Biafra restoration struggle. Soon there will be a secret and confidential meeting with a UN committee on the structuring of Newly Emerging Africa states. The shortlisted cabinet members will be traveling for this secret meeting that will usher in the new Sovereign state of Biafra.
The advantage of this development is that the already serving politicians wont have to lose their political positions as a result of disengaging with the present Nigeria Government. People believed that the emergence of a new nation from an existing country must always be at the barrel of the gun, but times are changing and circumstances unfolding and evolving. The Leader of the Indigenous People of Biafra, Prince Nnamdi Kanu made it clear that the the coming of Biafra is going to be the last miracle and we are witnessing the miracle as it unfolds.
So this is to inform Buhari that holding Nnamdi Kanu has not stopped Radio Biafra from Broadcasting, neither has it affected the process of Biafra restoration agenda. In fact if any thing, it has fast tracked the process. Arresting Nnamdi Kanu is the worst mistake made by Buhari. The blue print of Biafra Restoration program was written and delivered to Biafrans by our Leader Nnamdi Kanu and the Directorate of State of IPOB is following it step by step. Its note worthy to mention here that some of the aspects of the programs that would have been other wise difficult for IPOB to achieve have been solved by Buhari himself that today, even the House of Commons in the United Kingdom have moved a motion for the unconditional release of Nnamdi Kanu and the recognition of the state of Biafra. Declaration on the Rights of Indigenous Peoples
The Declaration sets out the individual and collective rights of indigenous peoples, as well as their rights to culture, identity, language, employment, health, education and other issues. It also "emphasizes the rights of indigenous peoples to maintain and strengthen their own institutions, cultures and traditions, and to pursue their development in keeping with their own needs and aspirations".[2] It "prohibits discrimination against indigenous peoples", and it "promotes their full and effective participation in all matters that concern them and their right to remain distinct and to pursue their own visions of economic and social development".[2][6] The goal of the Declaration is to encourage countries to work alongside indigenous peoples to solve global issues, like development, multicultural democracy and decentralization.[7] According to Article 31, there is a major emphasis that the indigenous peoples will be able to protect their cultural heritage and other aspects of their culture and tradition, which is extremely important in preserving their heritage. The elaboration of this Declaration had already been recommended by the Vienna Declaration and Programme of Action[8]
Content[edit]
The Declaration is structured as a United Nations resolution, with 23 preambular clauses and 46 articles. Articles 1–40 concern particular individual and collective rights of indigenous peoples; many of them include state obligations to protect or fulfil those rights. Article 31 concerns the right to protect cultural heritage as well as manifestations of their cultures including human and genetic resources.CITEREFUN200811[Notes 1] Articles 41 and 42 concern the role of the United Nations. Articles 43–45 indicate that the rights in the declaration apply without distinction to indigenous men and women, and that the rights in the Declaration are "the minimum standards for the survival, dignity and well-being of the indigenous peoples of the world," and do not in any way limit greater rights. Article 46 discusses the Declaration's consistency with other internationally agreed goals, and the framework for interpreting the rights declared within it.
Negotiation and adoption[edit]
The Declaration was over 25 years in the making. The idea originated in 1982 when the UN Economic and Social Council (ECOSOC) set up its Working Group on Indigenous Populations (WGIP), established as a result of a study by Special Rapporteur José Ricardo MartÃnez Cobo on the problem of discrimination faced by indigenous peoples. Tasked with developing human rights standards that would protect indigenous peoples, in 1985 the Working Group began working on drafting the Declaration on the Rights of Indigenous Peoples. The draft was finished in 1993 and was submitted to the Sub-Commission on the Prevention of Discrimination and Protection of Minorities, which gave its approval the following year. During this the International Labour Organisation adopted the Indigenous and Tribal Peoples Convention, 1989.
The Draft Declaration was then referred to the Commission on Human Rights, which established another Working Group to examine its terms. Over the following years this Working Group met on 11 occasions to examine and fine-tune the Draft Declaration and its provisions. Progress was slow because of certain states' concerns regarding some key provisions of the Declaration, such as indigenous peoples' right to self-determination and the control over natural resources existing on indigenous peoples' traditional lands.[9] The final version of the Declaration was adopted on 29 June 2006 by the 47-member Human Rights Council (the successor body to the Commission on Human Rights), with 30 member states in favour, 2 against, 12 abstentions, and 3 absentees.[10]
The Declaration (document A/61/L.67) was then referred to the General Assembly, which voted on the adoption of the proposal on 13 September 2007 during its 61st regular session.[11]

All four member states that voted against have their origins as colonies of the United Kingdom, and have large non-indigenous immigrant majorities and small remnant indigenous populations. Since then, all four countries have moved to endorse the declaration in some informal way in which it would not actually become binding law pleadable in court. Canada since 2006 has made official public statements that directly attack the UN DRIP, e.g.
- "Indian Affairs Minister Jim Prentice has stated publicly that the Declaration conflicts with the Canadian Charter of Rights and Freedoms but has never substantiated this extraordinary claim."[12]
Australian government interventions have been challenged under its terms without success.[13]

Declaration on the Rights of Indigenous Peoples
The United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) was adopted by the General Assembly on Thursday, 13 September 2007, by a majority of 144 states in favour, 4 votes against (Australia, Canada, New Zealand and the United States) and 11 abstentions (Azerbaijan, Bangladesh, Bhutan, Burundi, Colombia, Georgia, Kenya, Nigeria, Russian Federation, Samoa and Ukraine).[1]
While as a General Assembly Declaration it is not a legally binding instrument under international law[citation needed], according to a UN press release, it does "represent the dynamic development of international legal norms and it reflects the commitment of the UN's member states to move in certain directions"; the UN describes it as setting "an important standard for the treatment of indigenous peoples that will undoubtedly be a significant tool towards eliminating human rights violations against the planet's 370 million indigenous people and assisting them in combating discrimination and marginalisation."[2]
UNDRIP which codifies "Indigenous historical grievances, contemporary challenges and socio-economic, political and cultural aspirations" is a "culmination of generations-long efforts by Indigenous organizations to get international attention, to secure recognition for their aspirations, and to generate support for their political agendas. "[3] Canada Research Chair and faculty member at the University of Saskatchewan,[4][5] Ken Coates, argues that UNDRIP resonates powerfully with Indigenous peoples, while national governments have not yet fully understood its impact.[3]
Itsekiri Nation Disowns Calls For Creation Of Biafra Republic
THE Itsekiri ethnic nationality of Warri, Delta State, has dissociated itself from the calls for creation of a Biafra Republic out of Nigeria as being drummed by some Igbo interest groups in the South-East.
The Itsekiri Leaders of Thought, ILT, expressed the group’s concern over the Igbo agitation yesterday in a statement by its Chairman, Pa Johnson Ayomike and Secretary, Edward Ekpoko.
The body is disturbed that the proposed Biafra Republic as widely reported in the social media includes the whole of Delta State.
The statement stressed: “We recall with pains the day the defunct Biafran Army invaded Warri and Benin in the then Midwest Region on August 9, 1967. Never again will the Itsekiri tolerate such invasion. The Itsekiri nation is committed to the unity of Nigeria and will do all it can to promote and protect it as one indivisible country. As Major General Philip Effiong said on January 14 1970, the Republic of Biafra ceased to exist. We, the Itsekiri, wish it to be eternally so for the peace and development of our great nation.”

Amidst a renewed agitation by pro-Biafra protesters across the South east and South south parts of the country with the subsequent clamp down on them by the Federal Government, a former governor of Zamfara State, Ahmad Sani Yerima, has said that the Biafra agitators were on a legitimate struggle for self determination DAILYTIMES reports.
The former governor, now a Senator, told newsmen that consequently, thefederal government and the security agencies must allow them to exercise their fundamental human rights as guaranteed by the Constitution.

Yerima, a politician known for his radical views on national issues, cautioned President Muhammadu Buhari and the Nigeria Armed Forces against the use of force on the Indigenous People of Biafra (IPOB) and the Movement for the Survival of the Sovereign State of Biafra ( MASSOB), saying the groups were on a legitimate struggle for self-determination and should be allowed to exercise their fundamental rights.

He disagreed with President Buhari and the top echelon of the Nigeria Armed Forces on the handling of the renewed agitation by the groups to revive the defunct Republic of Biafra saying they should be more matured and accommodating in a democracy.
Yarima, who was speaking in Abuja said it was wrong for people to classify the agitators who have been campaigning for the revival of the defunct Republic of Biafra as secessionist because they have legitimate rights under the Nigerian Constitution to express their views on any issue.

He said that rather than treat the agitators as rebels who must be forced to either remain in Nigeria or be crushed, the Federal Government should find out why the agitation has been growing by the day.
In recent weeks, there have been a series of public demonstrations across the five states of the South-East geo- political zone as well as spreading into Delta and Rivers states in the South- South geo- political zone. In the wake of the mass rallies, President Buhari had warned the groups that he would not tolerate actions that could lead to the dismemberment of the country.

On the strength of that pronouncement, the Nigeria Armed Forces has also issued warnings to the agitators to bury their dreams of having a separate country or be prepared to face the full weight of the military. But Yarima argued that though he believed in the unity of Nigeria, the agitators should be allowed to express their views freely.
According to him, there should be no compulsion in a democracy and the Indigenous People of Biafra must not be compelled to belong to Nigeria. He said that rather than use force to subdue the agitators, the Federal Government could hold a referendum in the region to ascertain if it is the wish of the majority of the people to pull out of Nigeria and form a new country.
“These are people that want self determination. They believe that they are homogeneous in terms of tribe, language and culture and they want to live together and have their own community.

It would be recalled that the Nigeria Army relying on the military Rule of Engagement for internal security operations, recently warned the pro- Biafra agitators to desist from holding rallies in different towns and cities as the military had powers under the constitution to suppress any act insurrection or civil disobedience.

An Ikorodu born politician and a scion of the Gbadamosi-Odesanya family, Mr. Babatunde Olalere Gbadamosi, who has keenly contested the Lagos gubernatorial primaries twice under the Peoples Democratic Party (PDP), has accused President Muhammadu Buhari of representing a very serious risk to the existence of the Nigeria construct.

Mr. Babatunde O. Gbadamosi wrote: “General Muhammadu Buhari’s body language has been favourable to election malpractices, hence INEC’s inability, under his incompetent and biased appointees, to conduct and CONCLUDE any of the elections they have umpired so far.
“I am of the opinion that General Buhari represents a very serious risk to the existence of the NIgeria construct, and those who prefer it to host of independent, but smaller and probably more virile countries need to be up and doing in the senate,a the only place where he can be legally removed from office before the end of his term.
“I don’t see Nigeria surviving up to 2019 with all that’s going on. Suddenly, the same INEC that returned General Buhari as President cannot conduct elections in on state at a time successfully? What will happen at the general elections?
“Within 6 months, the economy has dipped beyond our worst case scenario imagination. The Naira is exchanging at N250 to a dollar! Buhari appears to have declared economic sanctions against the rest of the world, through his military Comptroller General of Customs, and by so doing, cut down heavily on tax income, both from direct Customs Duties and from Companies Tax that would have acrued from profits that will not be made by companies that cannot collect their trucks, machinery, parts and raw materials from the ports due to the introduction of FEAR as a management tool in the Customs and Excise.
“Food prices, brought down considerably during the administration of President Goodluck Jonathan, due to his silent but highly effective agricultural policies, have escalated fearfully since Buhari was sworn in, due of course, to a lack of direction arising from his refusal to appoint ministers until the world began to ask embarrassing questions.
“For all his virulent criticism of Fuel Subsidies during the Goodluck Jonathan administration, he has paid more than Jonathan paid for subsidies in the corresponding period last year, yet, Nigeria is now defined by Petrol Station queues. For a former Minister for Petroleum Resources, who has also seen fit to reappoint himself as the substantive Minister in this administration, resulting in the ignominous snub given his minion at the last OPEC meeting, this is an unpardonable, piss-poor performance.
“I don’t even want to get started on security, where over 2,000 Nigerians have lost their lives to attacks by Boko Haram and the brutal Fulani Militia, who both respectively have acquired the dubious macabre honours of first and fourth most brutal terrorist groups in the world. The worst part of the story is the mysterious way in which Nigerian Army soldiers, allegedly mainly of Southern extraction, seem to be dying in disproportionate numbers and in questionable circumstances in this conflict.
“If Buhari cannot manage Nigeria, there is still time for him to resign honorably before his ignominious impeachment. You cannot continue to deliberately mismanage the country and expect us to be happy. You cannot beat a child and tell him not to cry. I do not blame Nnamdi Kanu and the IPOB. In fact, I use this opportunity to call for the immediate and unconditional release of that vocal, abusive and sometimes obnoxious young man. It would seem he’s been right all along.

He made this known while speaking to newsmen at the Murtala Muhammed Airport, Lagos…
He said: “Those boys are right, they have a right to demonstrate, but not violent demonstration, not killing soldiers because if I am a Commander- in -Chief, and you kill one of my soldiers, I will kill everybody. You cannot kill soldiers. You cannot kill police. You have a right to say no, we want our own Republic. The United Nations charter gives them the right to ask for self-determination. It is not a right of determination to go and destroy people’s properties, to go and destroy Nigerian Armed Forces, whether it is Nigerian Army, Nigerian Navy or Nigerian Police. These are not the rights. They have the right to speak for self-determination. This is the full right.
- “If I am president, I will set up either traditional rulers and some political leaders to go and ask the boys what they really want, what is really their problem, what can be done to stop them from asking for this. This is how Boko Haram started killing members of Catholic Church, and as a Catholic, I spoke vehemently against it. I told you airport correspondents that they will finish killing the Catholic and will go and start killing everybody and it happened.
- “When kidnapping just started, then I was governor, they were kidnapping white people and I spoke out. I said when they finished kidnapping white people and there were no more white man to kidnap, they would start kidnapping us and that is what is happening in the country today.
- “So, I will advise the Federal Government. This is a federation, you need to manage the federation. Some people must ask for self-determination. It is the management of the people that matters. President Buhari, as a matter of fact, should set out traditional rulers, set out people, set out securities and intelligent agencies to intervene. They should be more intelligent than policemen or military people carrying guns. They should find a way and tell the boys that what they are doing is not the right thing to do. So, it is left for the Federal Government. This is the right time to nip the agitation in the bud, but not by force. It is a wrong strategy hearing people saying that we will quench it by force. We cannot quench anything by force because it is their right to ask for self- determination.
- “But is it the right thing to do in a bigger country like ours? It is only a president that doesn’t know what he wants that will want a section of his country to go. I think negotiation is part of democracy . I have seen your Enugu-Port Harcourt, Aba-Umahia express road that have not been built, I will build it in two years, I have seen your Awka-Onitsha express way that is not built, I will build it in two years, I have seen that your Umuahia-Ohafia to Aruchukuwu to Cross River express way is not built, I will do it. I have seen that your Arondizuogu-Okigwe express way is not done, I will do it. I have seen your Enugu to Makurdi express way is bad, people are dying there every day, which was what I quarrelled with the government over it in 2001.
- “I said our roads are bad. Federal roads are very bad and they are taking it for granted. Check what I have said ten years ago, they are reccurring today and the government is still playing with it, people are still doing politics with it,” he stressed.
